16 AGENCIES?

In the latest U.S National Intelligence Estimate on Iraq and terrorism, it reported that "the Iraq war has made the overall terrorism problem worse." The report represents the findings of 16 US intelligence agencies. My question is...you mean it takes the U.S 16 agencies to make a report that is so bloody obvious to anyone read the news? No wonder they're losing!
